Do you have any other thoughts or ideas about the Industrial Safety Ordinance development project that you would like to share? For example, additional comments or concerns regarding air quality, air safety, or a potential ISO?

I am concerned that recently it was found out thru a Rueters article that Valero will be and may have already received the very dirty and volatile Canadian tar sands via ship thru the Carquinez Strait. putting our SF bay at risk for dirty oil spills and leakage from these vessels.
Also, this is most concerning because in a June 12 article, Reuters reported that recent concerns have arisen regarding the Tar Sands oil, because of their high sulfur content, acidity and vapor pressure, conditions that could damage refining equipment or increase air pollution in our town.
This needs to be addressed in the ISO on how can our town remain safe and the refinery equipment be monitored for any increased deficiencies.

@Pat Toth-Smith That is disturbing. It is also exactly what the EIR on Oil by Rail expansion project said would happen if that project was rejected. 3 ways to get crude for Valero: rail, pipeline, or ships.

The city fire department should become familiar with Solano County CUPA's evaluation and checklists, since the agency performs inspections. This resource is located in https://calepa.ca.gov/wp-content/uploads/sites/6/2024/04/CalARP-HMBP-Evaluation-Checklist.pdf. The city fire department should become familiar with the scenarios (worst credible case for each release scenario) and the air dispersion modeling results that the facility has to perform based on each release scenario identified from the hazardous analysis. The local fire department should work the facility and CUPA to have the information so that the city can have plans in place on how to respond to a release (community focus).

Safety is of utmost importance especially for fence line impacted neighborhoods. Better fence line monitors that measure lower levels of toxics, to protect the Benicia citizens that are impacted by day to day low level releases that can build up in your bodies.
Benicia is best when we think of everyone, especially important for elected officials that represent everyone in town.
Myself being one, I feel we have a duty to protect all Benicians.
