What kind of industries and businesses should be regulated by the Benicia Industrial Safety Ordinance? Specifically, what aspects, responsibilities, or triggers should cause a business to be regulated by an industrial safety ordinance?

Each Facility that is covered under the Hazardous Materials Business Plan has to maintain the materials list handled that include normal and highest inventory for each material, location, storage container type, and emergency response passive and engineered controls. Based on the material list and threshold quantity for each material should be compared against the Acutely Hazardous Materials list per https://www.sfdph.org/dph/files/EHSdocs/ehsHMUPAdocs/CalARPChemicalList.pdf. The county or it's designated agency maintains the hazardous materials business plan identities which industrial facilities that are in scope in CalARP/Fed RMP. CalOSHA has similar acutely hazardous materials list, but the threshold planning quantities are the same or lower, since the PSM intent is to protect facility's employees, and facility equipment/operations.

If Solano County had an iSO, then the brewery in Fairfield could be covered, hazardous waste facilities, the landfill, rail cars stored in the county (maybe) even hospitals, and car recycling (junk yards). There are plenty of industries in Solano County that could benefit from some extra oversight

The biggest industrial danger in the city is the refinery and the asphalt plant. However any business that is storing and using potentially harmful chemicals should be covered. Chlorine can be very dangerous and we should make sure it is safely stored.

Question: will an ISO include regulation of the City water and wastewater plants? For example, the wastewater plant can have high H2S emissions; both plants have hazardous materials, including chlorine, and they can pose hazards to nearby residents.

Any potential toxic chemical related businesses, facilities that can cause a danger to neighbors thru releases of toxins thru the air or drainage going into waterways.
Such as refineries, asphalt plants, machine shops, dry cleaning stores, railroad yards.
