Benicia has been proactively cutting expenses and has reduced operating costs by $4.5 million through the elimination of 10 positions and reducing programs.

The City will continue to reduce staffing levels in each budget cycle for the next 4-5 years as programs and services are reduced.

Program Reductions

$3 Million in Savings

By reducing programs, services, and grants, the City saved over $3 million. However, to achieve these savings, the City delayed the maintenance of roads and infrastructure, which must still be addressed.


2023-2024 Program Reductions

  • Reduced pool hours
  • Canceled Park Road construction project
  • Suspended future vehicle and equipment replacements
  • Library closures on Sundays
  • Fourth of July Fireworks and Celebration (now funded and planned by Benicia Community Foundation)
  • Eliminated/delayed development of a facility assessment
  • No road paving projects, only emergency repairs
  • Reduced parks watering
  • Christmas Tree Lighting (now funded and planned by Benicia Community Foundation)
  • Delayed and deferred maintenance on city facilities
  • Reduced community grants for nonprofits
  • No updates to the stormwater system
  • Eliminated guaranteed shelter bed for unhoused people in Benicia
