Background

Throughout the Industrial Safety Ordinance development process, the ISO Development Subcommittee is referencing the Contra Costa County Industrial Safety Ordinance (1999), the City of Richmond Industrial Safety Ordinance (2001), and California Accidental Release Prevention (CalARP) Program 4 regulations (2017) for refineries. Currently, Solano County Health is the designated Certified Unified Program Agency (CUPA) regulating the Benicia Valero Refinery as required by the State's Program 4 regulations.
