To repair Benicia's roads and reach a Pavement Condition Index (PCI) score of 72/100 (Good) by 2040, the City needs to invest an average of $5.5 million/year.

However, the City only receives approximately $1 million/year for road maintenance (State Gas Tax and Garbage Truck Impact Fees). This leaves a funding gap of $4.5 million/year.

There are multiple measures on the November 5, 2024 ballot for voter consideration to support funding for Benicia's roads.

Measure F

Specific Purpose Sales Tax for Roads

Revenue: Approx. $4 million/year

Measure G

Charter City consideration to implement Real Property Transfer Tax (Measure H).

Revenue: $0

Measure H

Real Property Transfer Tax (RPTT) is a general-purpose tax. If Measure H were to pass, the revenues received could be used for roads and City essential services (public safety, programs, etc.).

Revenue: Approx. $850,000
