We need to grow our tax base by encouraging smart, efficient development, including additional housing for a wide range of household types, and businesses that meet our local needs for employment, services, and revenue. In light of Valero's intent to cease operations in Benicia, we need to strategically increase utilization of our Industrial Park by attracting compatible businesses that create jobs, diversify revenue, and make productive use of existing infrastructure.

✅Incentivize Housing through Surplus Land Act
Increasing Housing Development Opportunities
Several city-owned sites will be offered for housing development over the coming years (2024-2029). Development of these properties will add housing opportunities throughout the community, with a focus on housing for older adults and affordable housing.
The City will comply with State housing law, the “Surplus Land Act”, in moving through the disposition of these properties.
