Smart Growth

We need to grow our tax base by encouraging smart, efficient development, including additional housing for a wide range of household types, and businesses that meet our local needs for employment, services, and revenue. In light of Valero's intent to cease operations in Benicia, we need to strategically increase utilization of our Industrial Park by attracting compatible businesses that create jobs, diversify revenue, and make productive use of existing infrastructure.

Encourage Business Growth

To encourage business growth, the City will update regulations to ensure that they are not a barrier to business growth and achieving the City's goals. The City will evaluate the approval process for various commercial business types and eliminate unnecessary restrictions or requirements. This project is scheduled for completion in Spring 2025.
