We need to grow our tax base by encouraging smart, efficient development, including additional housing for a wide range of household types, and businesses that meet our local needs for employment, services, and revenue. In light of Valero's intent to cease operations in Benicia, we need to strategically increase utilization of our Industrial Park by attracting compatible businesses that create jobs, diversify revenue, and make productive use of existing infrastructure.

In April 2025, Valero Refinery announced their intent to idle, restructure or cease refining operations at the Benicia Refinery by the end of April 2026. In light of this announcement, a market-driven analysis of potential reuse scenarios was developed to provide information about potential future opportunities and scenarios for the site and industrial park.
