About the Resiliency Plan
The Resiliency Plan was a community-led initiative developed and adopted in 2024. It is built around three core pillars: cutting costs, investing locally, and promoting smart growth. The plan emerged in response to the City’s announcement of a $6.5 million structural budget deficit, driven by Benicia’s economy failing to keep pace with the rising costs of the essential services residents depend on.

Benicia General Plan Fiscal Impact Study
In 1998, this study forewarned that if development did not occur in the City of Benicia, the City would face financial challenges so severe, that it would have to reduce service levels or raise revenues from other sources.
"The revenue base of the City could be enhanced over time if designated commercial and industrial land develop faster or more intensively than assumed in the fiscal analysis. On the other hand, if this land does not develop for any number of reasons, the positive fiscal conclusions of the fiscal analysis may not materialize, requiring the City to reduce service levels or raise revenues from other sources." - PDF Page 7
