Smart Growth

We need to grow our tax base by encouraging smart, efficient development, including additional housing for a wide range of household types, and businesses that meet our local needs for employment, services, and revenue. In light of Valero's intent to cease operations in Benicia, we need to strategically increase utilization of our Industrial Park by attracting compatible businesses that create jobs, diversify revenue, and make productive use of existing infrastructure.

Revisioning the East Side

Providing opportunities for housing and commercial development

The Benicia Eastern Gateway is the area around Military East and East Fifth. Eastern Gateway regulations were updated in January 2022 to allow for commercial and residential development (mixed-use). These regulations were based on the Vision Statement that was developed in collaboration with the community and became effective on February 17, 2022.
