Smart Growth

We need to grow our tax base by encouraging smart, efficient development, including additional housing for a wide range of household types, and businesses that meet our local needs for employment, services, and revenue. In light of Valero's intent to cease operations in Benicia, we need to strategically increase utilization of our Industrial Park by attracting compatible businesses that create jobs, diversify revenue, and make productive use of existing infrastructure.

More Opportunities for Housing

A Housing Element establishes goals, policies, and programs to address local housing needs. The Housing Element is one of seven required elements of the City’s General Plan, which serves as the blueprint for how the city will grow and address changing needs for development.   

The current Housing Element will guide housing development in Benicia in the 2023-2031 planning period.
