Smart Growth

We need to grow our tax base by encouraging smart, efficient development, including additional housing for a wide range of household types, and businesses that meet our local needs for employment, services, and revenue. In light of Valero's intent to cease operations in Benicia, we need to strategically increase utilization of our Industrial Park by attracting compatible businesses that create jobs, diversify revenue, and make productive use of existing infrastructure.

Port Modernization and Infrastructure Plan

In October 2024, the City Council accepted a $750,000 PPA grant and approved a consultant agreement with GHD, Inc. to develop the Port of Benicia Facilities and Infrastructure Modernization Plan. The effort addresses aging pier infrastructure, longterm resiliency needs, circulation constraints, and future economic opportunities at the Port. A list of all tasks associated with this Modernization plan is included below:
